CENTRAL AMERICA: Whacked by high oil prices

The surge in oil prices is creating huge problems for Central America and the Caribbean. The only relief in prospect is Petrocaribe, President Hugo Chávez 's initiative to encourage Caribbean countries, and perhaps also Central American countries, to buy more oil from Venezuela. The scheme allows importers (slightly) easier terms the higher the oil price goes. The catch is that governments will be expected by the Venezuelans to support President Hugo Chávez 's anti-US posturing.
